The only way to measure a Fire Basket is this way....

Measure it from Side To Side. You don't measure along the front curve. That is the incorrect way.

Measure it from side To side and you will notice, for example, that a 16 inch fire basket will always be less the 16 inches to cater for your regular sized fireplace.

To ensure it fits the fireplace properly, it will always be slightly smaller than the actual size it says on the Fire Basket.
